On June 23, 2026 the European Commission took the first operational step in implementing the Action Plan on Cable Security, the subsea cable security plan launched in February 2025: funding the first regional hubs.
In the Mediterranean, the hub will be coordinated by Italy, together with Greece, Cyprus and Malta, with an initial allocation of €3.3 million.
Back in December, on this blog, we described subsea cables as capacity infrastructure: how many terabits pass through, where they land, who lays them. In seven months the European conversation has changed subject. Now it is about resilience.
1. Why security became the topic
99% of intercontinental data traffic travels on subsea fibre. For twenty years the dominant risk was accidental: anchors, trawl nets, submarine landslides, earthquakes. A known physiology, with established repair procedures and dedicated cable ships.
Since 2023 the picture has changed. A sequence of damage incidents in the Baltic and elsewhere moved the risk from the "accident" category to the "possible hostile action" one, with one uncomfortable feature: telling the two apart at sea, after the fact, is technically difficult and legally even harder.
Hence the logic of regional hubs: shared surveillance, information exchange between member states and operators, coordinated repair capability, redundancy planning at basin level rather than per cable.
2. What that €3.3 million actually is
Honesty about the figure, because the number is small and will be used in both directions.
€3.3 million does not build infrastructure: a single trans-Mediterranean cable is measured in hundreds of millions. That allocation funds coordination — governance, protocols, data sharing and response capability across four countries.
The value for Italy is therefore not financial but positional. Coordinating the Mediterranean hub means sitting at the centre of the table where surveillance standards, repair priorities and redundancy criteria will be decided for a basin connecting three continents. For a country that in international connectivity has historically been transit territory, that is a change of role.
3. The Mediterranean map, updated

Medusa deserves an extra line: it will connect Cyprus, France, Italy — landing at Mazara del Vallo — Portugal and Spain with Algeria, Egypt, Morocco and Tunisia. It is the project turning the Mediterranean from a transit sea toward Asia into a North-South interconnection system between two shores.
On the ownership front, the most significant dossier remains the transfer of Sparkle — the subsea arm with over 600,000 km of fibre — to a publicly-led consortium for around €700 million. It is the same logic CADA writes for cloud, applied early to connectivity: sovereignty is not where the cable runs, it is who controls it.
Market context explains the urgency: an estimated €50 billion of investment over ten years and more than a million kilometres of new cable globally. AI compute demand does not only generate data centers, it generates fibre.
4. The uncomfortable point: where Italy lands
Look at the map of Italian landing stations and the concentration jumps out: Mazara del Vallo and Genoa take the lion's share, with Rome as domestic backbone node.
It is an architecture that is efficient and fragile at once. Efficient because it concentrates economies of scale. Fragile because system resilience is not built by multiplying cables at the same landing point: it is built by diversifying landings.
The uncovered quadrant is the southern Adriatic and the Ionian — that is, Apulia, geographically Italy's closest point to the Balkans, Greece and, through the Strait of Otranto, the corridors toward the Levant. An Apulian landing station is not parochial wishful thinking: it is the path diversity the Italian system lacks.
5. What any of this has to do with a data center
Far more than it seems. A data center is worth what its connectivity is worth, and for an AI workload "connectivity" means three measurable things:
- latency to the markets served, which depends on physical path length and not on marketing
- path diversity: two or more exits on cables that do not share the same corridor, otherwise redundancy is nominal
- proximity to the landing station, reducing terrestrial backhaul kilometres and intermediate failure points
This is why data centers do not appear where land is cheapest, but where land is cheap and fibre arrives. In the Mediterranean those two sets overlap in very few places, and Southern Italy is one of them.
6. Three questions to ask your provider
- Which cables does my traffic exit on, and do those cables share the same physical corridor?
- Who holds corporate control of the operator of those cables, and under which jurisdiction?
- What is the repair plan and the contractual restoration time in the event of damage?
None of the three is an exotic question: they are the questions the European Action Plan is turning into requirements.
For twenty years subsea cables were the planet's most important and least discussed infrastructure. Since June 23 Italy coordinates one of its basins. The hard part starts now: turning a coordinating role into landings, redundancy and repair capability. Maps get redrawn by laying fibre, not by chairing tables.
